I used the /effect command to give me haste 1 for 60 seconds. I got that, but instead of saying in the chat that I got 60 seconds of haste 1, it said that I got 1200 seconds of it. My guess is that Minecraft turned the 60 seconds into 1200 ticks. The actual effect duration isn't affected.
