[MCPE-186963] Wrong effect seconds is displayed when using /effect

How to make it:

1.type in the command:/effect @s <effect> <seconds>

Like in example:if i type regeneration 2 seconds, it will show 40 seconds like in the attachment below. and if you type 5 seconds,it will show 100 seconds.

It works fine on Windows, <2> means 2 seconds, <5> means 5 seconds and etc.

All it is doing is it hasnt done the conversion right currently it is calculating ticks so when you type 2 seconds in ticks that is 40 seconds so all it is, is a conversion issue
