Creakings can be summoned and survive during the day if there is a thunderstorm

Relates to MC-278215. During thunderstorms, creakings can survive and be summoned during the day.

Steps to Reproduce:

1. During the day, execute the following command:

   /weather thunder

2. Place a creaking heart between two correctly aligned pale oak logs

Observed Results:
During thunderstorms, creaking can spawn and survive during the day.

Expected Results:
Even during thunderstorms, creakings would not spawn or survive during the day.
