[MCPE-189454] Create New World as User without Multiplayer Access

So My Children were able to create New World on previous versions but not on 1.21.51 on the XBOX. They can create worlds on my profile. We do not want them playing multiplayer.

Does MCPE-185261 describe your issue? Are you able to create worlds if you manually disable the multiplayer option?
