Burned-out redstone torch updates on world reload

Burned-out redstone torches get reactivated when entering the world.

Steps to Reproduce

  1. Create a new world.

  2. Build a redstone torch clock. (see clock.png)

  3. Replace the top block with a dropper. (see clock_w_dropper.png)

  4. Place a stack of any item in the dropper. (see items_in_dropper.png)

  5. Quit the world and open it again.

  6. Notice that there are some items lying in front of the dropper (see after_reload.png)

Observed Results

The torch gets reactivated and makes the dropper spit out items.

Expected Results

The redstone torch stays off.
