Skeleton wither does not let wither skull fall. I killed over 400 skeletons wither in survival and none left the skull to fall. Without the skull I can not summon the wither.Skeleton wither does not let skull fall

hi i would like to say this bug is still around.. i slain 30 wither skeleton with looting 3 netherrite sword and i got none out of it. if you could, please fix this or i might have to create a duplicate out of this
