Have you updated to the latest beta build? Because as of 1.0.0.1, they do drop wither skulls

My test conditions: a chamber with 128~ wither skeletons and killing them with a looting 3 + smite 5 sword.

Result: 9 skulls dropped

Having a sword enchanted with looting increases your chance of getting wither skulls

Can confirm that wither skulls are indeed dropping as of 1.0.0.1.
