Cactus flowers can grow next to blocks (breaks cactus farms)

Cactus flowers can grow next to blocks, unlike java. This breaks all existing cactus farms that dont use redstone.

The java snapshot 25w06a changelogs mention "Cactus Flowers will only grow if they have space on all four sides". This isn't in the bedrock changelogs so likely an overlooked mechanic / parity issue.

How to reproduce:
1. Plant a bunch of cactus
2. put some walls/blocks etc at the second layer of the cactus, off to the side. so that when it grows it'll be broken by the block
3. /gamerule randomTickSpeed 1000
4. flowers will grow next to the blocks.

Expected results:
flowers shouldn't grow with blocks next to them.
