In the versions after 1.21.51, the speed of regenerating hearts when received regeration effect is no longer depend on the frequence.
But when entities receive the effect with infinite duration (which appears in the save data as the value of “-1”), the speed they restore the health still like a flash.

“fixed” I meant was that the speed of regenerating hearts when a player has regeneration effect depend on the level of the effect once again
It was fixed (not completely exactly) in latest version (1.21.62). But a new bug turn up that when you enter "/effect @a regeration infinite <any number between 0~255>", your hearts will regenerate like a flash. And the speed of regeneration effect still depends on the frequency of the player receiving the effect
