Ability to upload pngs for skins is gone

One day the button just disappeared along with my custom skin I was using and this is a huge problem because I can’t use any non-marketplace or non-character creator skins. (P.S.! Don’t worry about the two loading things above the skin packs those are just skin packs that were old and now don’t work)

Observed results: I do not see the icon that you could click on to open your files and upload a custom skin.

Expected results: There is a button I can click on to upload a custom skin.
