Steps to Reproduce:
Download and import [mediaInline]
Open the Classic Skins menu in the Dressing Room
Observed Results:
The skin pack loads indefinitely, and the button for importing custom skins is gone.
Expected Results:
The skin pack loads indefinitely, but the button for importing custom skins should still be available.
When trying to change skins, the button for "Owned Skins" stays on "loading" indefinitely.
I noticed the problem in 1.21.41, left it for 10 minutes, realized it might have been fixed in a newer version so I updated to 1.21.44. Have also tried restarting system, modem, and router. Currently I've been waiting for over 15 minutes for "Loading".
The highlight still appears around where the button should be, and clicking produces a noise, but nothing else happens.
Skin packs seem to work as normal.
Additionally, instead of the + to add a new skin in the dressing room, there is a Reload button.
This appears to be a different bug from MCPE-155025 as I am not receiving any "cannot connect" type errors. I'm able to connect to servers and the store just fine as well. Sorry if I'm mistaken.

I have the same problem but on iOS device, in addition the skin pack display is displayed incorrectly, the list of 5 skins in a row shows the last one on device, it is displayed under the skin pack in another skin from another skin pack, opening the skin pack menu only works partially. Hope it will be fixed soon
I didn't see this post until I posted my own; I'm having the same issue and it's annoying me to no end.
I haven't but I have being haven't a problem where I can't delete the custom skin pack files so I can download a new updated version
