The place where you can import new skins from files is missing

I downloaded a mod, but it didnt work, so I deleted it, I then made my own skin and wanted to import it. But when I got to the place where I am supposed to import the file, it was missing and there was just an empty pack underneath the place where it should've been. Is there a solution to this?
