[MCPE-191154] Lily of the valley does not generate in forests in worlds created after 1.21.60

In worlds generated after 1.21.60, Lily of the Valley does not generate in forest biomes other than the Flower Forest biome. In a world created in 1.21.60, remove all the trees and walk around. You should not find any lily of the valley. However, you can find lily of the valley in the flower forest biome now. The same thing is happening in 1.21.70. Currently, if you want to generate Lily of the Valley in the forest, you need to use bone meal.
