Natural texture pack won’t load, have restarted the game several times, wiped my game and redownladed the texture packs nothing is working

I have the same issue though it only works if I activate outside a world but if I enter a world it doesn't show in the world. Also under the resources tab it shows two natural texture packs one looks normal the other is gray and says this pack is missing.
