Steps to reproduce
Hold a boat in your hotbar.
Point the crosshair ahead of yourself and slightly down so that you target the farthest away block you can on the ground.
Move fast (sprint-jumping, riding a boat on ice, or giving yourself the speed effect help).
While thus pointing and moving, try to place the boat.
Expected result
You place the boat on the ground.
Observed result
Sometimes you place the boat under the ground.
it just got placed underwater? and i have mining fatigue so it is even more annoying now ðŸ˜

It is possible to do by just jumping forward and placing a boat, but it is easier to do it while also moving forward. It is not related to either ice or having water or air under the surface when trying to place the boat. The boat gets place inside of the surface block. Examining the frames, it appears that the boat is placed after the block is out of range to the client and while it is still in range of the player position on the server thread. This may have the same cause as MCPE-191595.
