Not able to change Texture Pack's settings on Realm

Whenever I upload a texture pack to a realm, I can not change the settings/resolution no matter what. This issue has been live for over four years now. The file that I attacthed shows what it's supposed to be at, but whenever I join the world, it's stuck at 16x. (the furthest right option.)
