[MCPE-194568] Pause option not appearing on launch

When launching the game offline, the pause function does not appear. When connecting to the internet, Then disconnecting the Pause function continues to work proving this is a bug.

On Mobile, the button to enable pausing never appeared, whether I was online or offline.
