In Survival mode, the hotbar doesn't display the amount of a block or item you have or the durability of tools and weapons. It's as if you have the Creative mode hotbar in survival, where the amount of blocks you have and the durability are not shown. When you open your inventory, the durability and amount of things you have displays correctly.

Please reply if you can reproduce this issue without ANY add-ons (Resource/Behaviour Packs).
The has happened to me as well. I tried taking texture packs off and on and nothing worked. I really hate this bug.
