This hopper behavior started on MCPE v1.0, when it doesn' t pick up items above a tilled soil, but somehow hopper minecarts still do pick up items above it.

Closing as works as intended. Hoppers cannot pick up items that are more than a block above them, as is the case with items on top of farmland, which is a full-block tall in MCPE. Minecart hoppers, however, can pick up items higher above them than hopper blocks. This is intended behavior.
