I am not sure why you have a mouse on an Android Device but to fix your issue go to settings from the start menu then go to "Touch" then raise the sensitivity setting.(I am telling you to change the touch setting because the mouse seems to be acting like a finger on the screen) If that does not work try the same thing but under "Mouse and keyboard".
