Tested in 1.0.4.1 and I cannot reproduce with either naturally-spawned or /summon-ed zombie villagers.
You may be having trouble because:
You're holding a useable item, which prevents you from being able to interact with the villager. Try interacting with the villager with an empty hand.
The zombie villager spawned at some point before 1.0.4.1 that wasn't originally a villager. Due to a mistake made in the entity behavior JSON file, these older zombie villagers are broken, and can't really be fixed retroactively. Try curing a new zombie villager, which should work as intended.
If you have one of these dud villagers, I'd suggest using them in an iron golem farm or something, since I think they still count towards iron golem spawning mechanics. Or you could just kill them, if you want. 😛
Please do not mark unreleased versions as affected.
