I am having issues with villager breeding in survival mode, however they will breed in creative mode. I have tried everything in survival mode to get them to breed but they won't.

Yeah, unfortunately due to some bugs in previous versions that caused villagers to not spawn with the "adult" component group, some villagers are permanently broken in that regard, and can't really be fixed retroactively, unfortunately. Resolving as Won't Fix.
On the bright side, I think the villagers will still count for things like iron golem spawning, so you could still use them in one of those iron golem farms that builders in the MCPE community have designed.
Made a new world went to a known village and did usual thing made extra buildings and doors and they bred looks like issues lie with older world's.
