[MCPE-20276] Top Snow Obtainable

Top snow of varied thicknesses obtainable when breaking with hands occasionally. Mostly drops nothing. Not as frequent as seeds from grass but in that ballpark.
Survival and hard mode map, cheats disabled.

I find another way to get Top Snow..

Place water under a block with a top snow layer, break the block with the top snow on it. When the Top snow fall into the water it will drop the Item.

Testet in creative and survival, version beta 1.5.0.1
