When making path with rails, the activator rail is not pushing the cart at the beginning of the path.

This is working as intended. Activator rails are not meant to propel minecarts, powered rails are meant for that. Activator rails do some of the following instead, when powered they will eject a mob out of the minecart, activate tnt minecarts, and deactivate hopper minecarts. When off they can activate hopper minecarts.
