Client simulates regen without telling server

The client regenerates health even without contact to the server, or server otherwise controlling it.

According to shoghi it can be reproduced by interrupting the communications to the server for short while.

This matters to 3'rd party server when implementing custom health management for mini-games.

Way to work around this is by disabling the natural regeneration gamerule.
