I went to twitch and watched multiple live streamers streaming minecraft, each being watched for at least 15 minutes or more, and still haven't received the cape code

For some reason the Twitch Cape is currently experiencing technical difficulties and has been removed to unlock until the issue is resolved. So Iām affraid you will just have to currently wait until Mojang announces that the cape will be available if they ever do. Sorry for your effort into getting it. Hope this helped.
