Shulker Boxes Do Not Open Under Top-Half Slabs

Summary:
Shulker Boxes do not open when under a top half (upper) slab.

Steps to Reproduce:
1. Place a slab above a shulker box (top half)
2. Attempt to open the chest
3.The box cannot be opened

Expected Results:
I expected top half slabs to allow access to the shulker box. This would be on par with Java shulker boxes, and would imitate the chests in MCPE.
