Vibrant Visuals: Caustics not visible behind glass underwater

I am not using any add-ons or resource packs

Relates to: MCPE-201719 MCPE-201996

Reproduction Steps:
- Go underwater
- Place down glass
- Look though the glass

Observed Results:
- There are no caustics when viewed though the glass

Expected Results:
- Caustics would appear as normal
