This is less a bug and more an oversight. It’s an intensional feature that the mansions mobs don’t respawn, however if the mansion is loaded in peacful mode the mobs will never spawn. This is likely because instead of spawning mobs the normal way there saved in the structure blocks.

@swagopotamus I know but if someone were to then enter easy after loading the manion in on peacful the mobs won’t spawn, rendering the mansion useless.
This is not a bug. On peaceful no hostile mobs spawn. Piglins do in the Netherlands because they're considered neutral mobs.
But if, after loading the mansion’s chunks, if the difficulty were to be changed to easy, normal or hard the mobs would not spawn. There should be a way to get the mobs to spawn once the difficulty is changed.
“Structure” mobs, such as with a Woodland Mansion or Ocean Monument, are spawned when the structure itself is generated, which would be the first time the chunk is loaded. Once those mobs are “killed”, they never respawn. If you are playing Peaceful, the mobs will immediately be despawned like other hostile mobs, and thus never respawn.
No, pretty sure this is intentional. In 1.21.50, Evokers and Vindicators (which are the only mobs that spawn in mansions) were made to despawn in peaceful just like other monsters
