Expected result:
Mobs that naturally spawn and are not named, in sight of a player, or near persistence-triggering blocks/entities should eventually despawn to reduce lag and free up mob cap.
Actual result:
Mobs that naturally spawn and get stuck in natural flowing water, water columns (e.g., magma block bubble columns), mobs that spawn with items, mobs that are not in sight of blocks/entities become persistent indefinitely. This causes them to never despawn which has lead to mob cap issues overtime.

Your report is too broad. We can only track one issue in each ticket, and issues should be reproducible with specific steps. Also, some of what you are describing may already be tracked in MCPE-125111.
