[MCPE-21749] Chunks have to be updated for Fancy Graphics and Smooth Lighting to work.

Upon turning on and off Smooth Lighting and Fancy Graphics, chunks have to be updated in order for the change to actually take effect.

This issue is still present in 1.11.1 but it only seems to affect the Fancy Leaves setting.
