While in game, it is not possible to access the read more link in the Global Resources, Resource Packs, and Behaviour Pack tabs using a controller

When in one of the above mentioned pages during game play, you cannot select the option to read more. This is definetnely a bug because you can do so with a mouse or with a touch screen (ie on mobile or Switch).
