Unable to create world with natural texture pack

I am unable to create a new world with the “Natural Texture Pack” activated. I receive an error that says “There was a problem loading one of your packs. Restarting your game or redownloading the pack might solve the issue.” I have tried both suggested solutions, but it still doesn’t work. I researched the issue and found that people have been reporting it as an issue for around a year, and Mojang seems to turn a blind eye to it or dismiss any reports of it.
