Tooltip texts have no shadow and are difficult to read with Text Background Opacity at 0%

Unlike chat messages, the tooltip texts have no shadow that gives them depth and are difficult to read when the Text background opacity option is at 0%.
This is an issue especially in places like snowy biome, where the text blends in with the background easily.

Steps to reproduce :

1. Set the text background opacity slide to 0% in the accessibility tab.

2. Type out a chat message and then hold an item.

3. Compare the chat message and the name of the item displayed above your hotbar.

4. The item name will have no depth and be harder to read against the background unlike the chat message. Images attached below.
