Bone Meal is not consumed when used on Grass

When using bone meal on grass to turn it into tall grass, the bonemeal in not consumed, however, the grass is still changed into tall grass.

How to reproduce:

Use bone meal on grass.

Expected Result:

The Bone meal is consumed and the grass becomes tall grass.

Actual Result:

The Bone meal is not consumed and the grass becomes tall grass.
