For some reason, when I use the sheep spawn egg, black sheep's are just very common to appear than white sheep. No matter what biome I go to, it gives me a the same result. I don't know if this is a feature but if it isn't, please fix this.

Did you try reproducing this in a temperate biome (e.g a birch forest) or a warm biome (desert)? In the video you’ve attached, you’re in a cold biome, which naturally has black sheep spawn as the default color.
If you’re able to reproduce this in a temperate or warm biome, please attach a video.
