Charged Creepers Spawning Every

In my world that I had started, I had recently explored a cave and in that cave I had discovered several charged creepers when in fact that they are not supposed to be charged in caves. They have this blue glow on every single creeper I see. The only time the charged creepers will appear is if they were hit by lightning out
