When using a resource pack with a format version of 1 in manifest.json, normal creepers visually appear as charged creepers instead of uncharged.
Steps to Reproduce:
Open a world with the Minecraft Classic Texture Pack enabled or import [mediaInline]
Spawn a creeper
Note:
The issue does not occur in 1.21.73.

nope, nothing, just vanilla gameplay without cheats or any packs besides the classic textures texturepack by minecraft

update: tested it out a bit: it’s just the appearance, when channeling a creeper with a trident the visual model stays but the explosion is much bigger… seems like a visual bug only

The issue is caused by the Minecraft Classic Texture Pack. I’ve updated the report.

I’m seeing the same thing too. Every single creeper seems to be charged. Yeah I can see that the classic texture pack giving off the issue.

So they have the same effect as normal ones?

For those interested: 1.21.60 and 1.21.80 had a couple changes to the creeper's files. The diffs have been attached.
[media][media][media]the issue seems to be due to “creeper_armour.render_controllers.json” being in a dictionary instead of a list like before. Do look at these files and make your changes because I doubt Mojang would update the creeper textures to fix this 'bug'

This is caused by multiple texture packs. And my addon. I have an addon that makes creepers have variants worked fine in .70 when .80 came they broke like this. Using format version 2 with a modified render controller, entity file, and behavior file

So I have no texture packs on….I only have one active and there is no way to deactivate or update.

@gr8heron that's the default texture pack of minecraft. you can get others from the marketplace and activate them, they'll override the default one and appear above it.
Do you have any behavior packs enabled? If so, does the issue still occur if you disable them?
