All creepers in world are textured as charged creepers

When i was playing on a realm, at night, we came upon som charged creepers, which were there though it hadn’t rained at all recently, let alone a thunderstorm. Later we came upon another one, this time letting it explode which only made a normal sized hole, and again, there was not a sign of rain.
