All creepers are spawing to look like charged creepers

Creepers are spawning with the blue aura like glow that happen when you strike them with lightning and become a charged creeper. I believe charged Creepers blue aura spins though, these do not and they have a shorter fuse time and do more damage. Fortunately that is not the case so I know they are just regular Creepers with a visual bug.
