Normal creepers appear like charged creepers

The creepers in my hardcore world appear like charged creepers. Although the effect around them does not move. Photo isn’t amazing but you can see it’s charged and I’m only on day 1. It was found in a cave and there was no thunderstorm so no way of it being a real charged creeper. I thought it was maybe a one of but I then found more of them.
