Charged Creeper Without Thunder Storm

Playing on my world every creeper has the charged creeper blue aura around them, and I haven’t had a thunderstorm in awhile. Days and nights have passed and every creeper everywhere is appearing as charged, but does not create a bigger explosion or drop other mobs heads when they are killed by the explosion. I have switched the world to peaceful and back to normal, and the creepers that spawn then are still appearing as charged.
