Regular creepers look supercharged

Regular creepers appear with the glowing outer layer of the supercharged ones, but the effect isn’t moving.

It appears on both naturally spawned and manually spawned using spawn eggs.

Supercharged creepers still look the same as normal, animated outer layer still working normally.
