All creepers in my world are spawning as charged creepers. I even saw a charged creeper in a cave. There isn’t a single normal creeper in my world. The seed number is -284196438794961628.

I have the same problem. I tested it out in creative and survival and can definitely say, that the exlosion is a normal creepers one, so it is only a graphical bug. This is btw. not related to the world seed, so you have creepers looking like charged creepers in every world you'll play.

In my world, they don’t explode normally. Most of the time, they create powerful explosions.

I think I figured out the reason. I noticed that it happened after enabling the Minecraft texture update (beta) in the resource packs. After disabling it, the issue was completely resolved.
