Panorama and splashes are frozen

This is intentional per the 1.21.80 changelog:

Stopped main menu background rotation and logo text movement when the "screen animations" option is disabled.

I can't believe they did this, i hate those ui opening animations, now the main menu is just stuck in 1 frame
