Can not load some skin packs in preview/beta

Steps to reproduce the issue

1. Launch Minecraft Preview/Beta

2. Go to Dressing Room - Edit Character - Classic Skin

3. Some skin packs keep loading but never finish.

4. Do the same thing in the stable version of Minecraft.

5. Skin pack can be loaded.

Expected result:

You should be able to use skins from skin packs in Minecraft Preview/Beta.

Actual result:

They just keep loading and never finish loading.

Note:

This only affects latest Preview/Beta but not the stable version. I tried it on different devices, changed my network enviroment(switching from WIFI to mobile data, edit hosts.txt, change DNS or use some network tools), but they all did’nt fix this issue, so i don’t think it is a problem on my side.
