For children Microsoft accounts, the “Xbox Family Settings” Android app can be used to manage children permission. There is one general “multiplayer” setting per child (yes or no), as well as the possibility to declare overrides (only positive/allow) per game.
I tried entering a local, multiplayer-enabled world on my son’s Android tablet. When the “Minecraft” specific override to allow multiplayer games was set, it was ignored and Minecraft reports multiplayer being disabled because of child protection settings. When general multiplayer is allowed in the child’s Xbox Family Settings, it did work. I tried it few times forth an back, it was consistent behaviour.
When general multiplayer is allowed in Xbox Family Settings, there is no possibility to “block” a certain game. So basically I cannot allow Minecraft multiplayer without allowing all other games’ multiplayer as well. This defeats the purpose of the game-specific override, so I consider it broken.
