Redstone circuits and components randomly turn off despite constant power

Sometimes, even with a constant power source, parts of a redstone circuit—including redstone dust, repeaters,—will suddenly turn off on their own. This happens even when you haven’t moved far enough to unload chunks, causing repeaters to stop transmitting and command blocks to fire inconsistently until you manually reset the affected components.
