Action bar message overlap with hotbar tooltip

Steps to Reproduce:

1. Choose any hotbar with an item (enchanted tools makes a long time to disappear)

2. Ride any rideable entities (horse, camel, etc)

Observed Results:

Action bar message overlap with hotbar tooltip

Expected Results:

Action bar message shouldn’t overlap with holtbar tooltip
