After 1.21.80, if you create a new world with gamemode creative, cheats will no longer be activated by default, this changes causes disparity with Java Edition, this also adds an unnecessary step as you now need to open the Cheats tab and manually enable the cheat toggle.
Steps to reproduce:
Open Create New World screen
In General tab, select Creative, then go to Cheats tab
Observe
Expected results:
Cheats toggle is enabled after selecting Creative as gamemode.
Observed results:
Cheats toggle is disabled, and you need to manually activate it.

I'm pretty sure this is a new behavior, i remember they mentioned it somewhere in the 1.21.80 changelogs that cheat are now disabled while creating a creative world, the toggle probably always be displayed as disable in the new UI but i not really sure about that, as i never checking Cheats tabs since cheats will always be enabled everytime i created a brand new creative mode world until this 1.21.80 update.
